تدعو منظمة الناس في حاجة (PIN) المقاولين المؤهلين وذوي الخبرة لإبرام اتفاقية إطارية لمدة 24 شهراً لتنفيذ أعمال إعادة تأهيل المدارس وإنشاء مراكز التعلم المؤقتة (TLCs) وغيرها من أعمال الإنشاء وإعادة التأهيل ذات الصلة لمشاريعها وعملياتها في جميع أنحاء سوريا.

تقتصر هذه المرحلة على التأهيل والتقييم الفني دون تقديم أسعار، وتُطلب الأسعار لاحقاً من خلال دعوات تقديم عطاءات منفصلة (CFBs).
